New Service
How to Establish New Water, Sewer & Solid Waste Service:

Complete an application in person at Melissa City Hall, located at 3411 Barker Avenue, Melissa, TX 75454. You will need to provide a valid picture ID and pay a $100.00 deposit. We accept Cash, Checks, Money Orders, or Credit Card (MasterCard, Visa, and Discover); or

Download a copy of the application from the City of Melissa website and return it either in person, by mail, or by fax at (972) 837-4394. You will need to include a copy of a valid picture ID and your $100.00 deposit must be received by the Utility Billing Department before we will establish service; or
- Online by logging onto 2turniton.com and follow the instructions.

**PLEASE NOTE:
Renters will be required to provide a copy of their lease or rental agreement to establish service. If there is no lease or rental agreement, we will need a letter from the landlord or owner to establish proof of residence.
